La Turquie : l’invention d’une diplomatie émergente [Turkey : The Invention of an Emerging Diplomacy], Paris: CNRS Editions, 2017, 345 p., foreword by Bertrand Badie.

This book is not “yet another” book on Turkish foreign policy. As Bertrand Badie writes in the foreword, it represents a “turning point in Turkish studies” and is “added value to political science literature”.

Breaking with traditional approaches to Turkish foreign policy, the book examines Turkey’s international relations under the rule of the Justice and Development Party (AKP) and the leadership of Recep Tayyip Erdogan through the lens of middle rising powers and their quest for status and recognition in world affairs. It argues that Ankara’s proactive diplomacy in the Middle East in the 2000s is driven by a rising power’s attempt to build a regional sphere of influence and assert itself as a major regional and global power. Adopting a multidisciplinary approach, the author offers a comprehensive study of Turkey’s foreign policy under the rule of the AKP by examining the political economy of such policy, analyzing the interests of domestic stakeholders who shape it, and exploring its impact on Turkish society. The book looks at the evolution of Turkish foreign policy in the region before and after the Arab uprisings. The author focuses on the Syria crisis as a paradigmatic case of the difficulties and limits of Ankara’s rising power diplomacy, and shows the “boomerang effect” that Syria has had on domestic politics in Turkey. Based on the case study of Turkey, the book draws conclusions on the limits, challenges, and vulnerabilities of rising powers, highlighting the mismatch between rising powers’ ambitions and their actual capacities and resources.
